The Mugo pine grows quite slowly and produces only one flush of growth per year. In spring, the buds swell and "candles" emerge, revealing the needles. If you prune the current year's growth, a second flush of buds will not appear. Buds may form on the branches, but needles will not develop from them until the following spring. Note that you must always leave some needles or buds on a branch; if you cut it back completely, it will not back-bud like a deciduous tree.
